When it's very cold - 20-30 below zero do not put out a pan of water for birds! I did it and ended up with frozen "starling-pops". The silly birds saw the water and decided to take a bath, hopped out and froze up. Luckily I gathered them up, brought them in to thaw and dry off, and they were releaed none the worse for wear.
